The first and only mass-produced Czechoslovakian helicopter, whose development began in the late 1940s. The prototype was built in 1951 and the first (tethered) flight of the HC 2 (VR-2 is the military designation) took place March 3rd, 1954. The first real flight followed December 3rd, 1954 and the machine was presented to the public at the Brno airport in 1955. Production commenced in 1958.

Engineer Jaroslav Šlechta began designing the helicopter in the late 1940s. Shortly after the end of WWII, the Praga factory established a construction department with Šlechta as its head. In 1951, work began on the first HC 2 prototype. After an internal reorganization, this department fell under the Aerospace Research and Test Establishment (VZLÚ).

The Heli Baby is a single-engine helicopter with a three-bladed main rotor and a tail rotor. The fuselage is a duraluminum semi-monocoque construction. The front part holds a two-seat cockpit, with Plexiglas canopy, open on the sides. The center holds the main rotor transmission; the motor is mounted at an angle in the rear section. The fuselage continues to the rear as a narrowing duraluminum tube, with the tail rotor mounted at the end. The landing gear is a tricycle.
